Department of state registration of rights to real estate

For the state registration of ownership of real estate, the following documents are required:

  • a statement on the state registration of rights and their encumbrances;
  • documents confirming the payment of an administrative fee (or a document confirming the exemption from payment of the fee);
  • a document certifying the identity of the applicant (an authorized person in case of submission of documents);
  • a copy of the registration number of the taxpayer's account card;
  • in case of application by an authorized person, such person submits a document confirming his authority to act on behalf of another person;
  • the original documents confirming the occurrence, transition or termination of ownership of immovable property;
  • technical passport on the object of real estate (in the case where the documents submitted for such registration do not have information about the technical characteristics of the relevant object or at the request of the applicant).

Amount of administrative fee:

  • in the term of 5 working days - 180 UAH;
  • in the term of 2 working days - 1780 UAH;
  • in the term 1 working day - 3520 UAH;
  • in the period of 2 hours - 8810 UAH.

State registration of ownership of real estate can be made in the following terms:

  • 5 working days;
  • 2 working days;
  • 1 working day;
  • 2 hours from the date of acceptance of the application.

Information can be obtained from:

  • in the Center for Provision of Administrative Services in Kharkiv (Kharkiv, Himnaziyna embankment, 26).

For registering encumbrance of property rights, mortgages for real estate, the following documents are required:

  • a statement on the state registration of rights and their encumbrances (regarding the encumbrance of substantive law);
  • a statement on the state registration of rights and their encumbrances (with respect to other property rights);
  • a document certifying the applicant (the authorized person in case of submission of documents);
  • a copy of the registration number of the tax card;
  • a document confirming the authority to a person acting on behalf of the applicant;
  • a document confirming the payment of an administrative fee, or a document confirming the right to exemption from payment of an administrative fee;
  • the original documents confirming the occurrence, transition and termination of encumbrances of real rights to real estate, namely:

    • a court judgment regarding the encumbrance of real rights to immovable property, which has become legally valid;
    • the decision of the state executor, the private executor regarding the encumbrance of the real rights to immovable property;
    • the document specified by the legislator on which a record was made by the notary on the imposition of a ban on the alienation of immovable property;
    • a decision of the local government on the assignment of immovable property to an outdated housing stock;
    • a contract concluded in the manner prescribed by law, which imposes encumbrance on the real rights to immovable property, or its duplicate;
    • a law that prohibits the use and / or disposal of immovable property;
    • other acts of state authorities and officials in accordance with the law.

The size of the administrative fee: 90 UAH.

Term of service: 2 working days.

For the state registration of another real property right, the following documents are required:

  • a statement on the state registration of rights and their encumbrances (with respect to other property rights);
  • a document certifying an applicant (an authorized person in case of submission of documents by him);
  • a copy of the registration number of the tax card;
  • in the case of submitting an application by an authorized person, such person, in addition to the document certifying his identity, shall be presented with a document confirming his authority to act on behalf of another person;
  • the original documents confirming the occurrence, transition and termination of real rights to real estate;
  • the original documents confirming the fact of occurrence or non-occurrence of the event in connection with which the real rights to real estate are acquired (if any);
  • the original of the technical passport (in the case where documents confirming the occurrence of a transition and termination of the rights of the property, there is no information about its technical characteristics);
  • the original of the extract from the State Land Cadastre on the land plot (in the case where documents confirming the emergence of other real rights to real estate, there is no information about the cadastral number of the land plot) (in case of registration of land);
  • documents confirming the payment of an administrative fee, or a document confirming the right to exemption from payment of an administrative fee.

Amount of administrative fee:

  • in the term of 5 working days - 90 UAH;
  • in the term of 2 working days - 880 UAH;
  • in the term 1 working day - 1760 UAH;
  • in the period of 2 hours - 4400 UAH.

State registration of another real property right can be obtained in the following terms:

  • 5 working days;
  • 2 working days;
  • 1 working day;
  • 2 hours from the date of acceptance of the application.

  • in the Center for Provision of Administrative Services in Kharkiv (Kharkiv, Himnaziyna embankment, 26).

To make changes to the records on the real estate, you need the following documents:

  • a statement on amendments to the State Register of Real Property Rights Record on immovable property;
  • a document certifying an applicant (an authorized person in case of submission of documents by him);
  • a copy of the registration number of the tax card;
  • in the case of submitting an application by an authorized person, such person, in addition to the document certifying his / her identity, shall present the original of the document confirming his or her credentials;
  • documents confirming the payment of an administrative fee, or a document confirming the rights to exemption from payment of an administrative fee.

Documents attesting to:

  • change of the identity of the subject;
  • determination of the shares in the right of joint ownership or their change;
  • changes in the subject of management of objects of state property;
  • changes in the information about the object of immovable property, including changes in its technical characteristics;
  • detection of technical errors in the records of the State Register or documents issued with the help of the software of the maintenance of this registry (typed, typed, grammatical, arithmetic or other error).

The size of the administrative fee: 70 UAH.

The term of service is 1 business day.

To make a record about the cancellation of the state registration of rights, the following documents are required:

  • a statement on the cancellation of the state registration of rights and their encumbrances;
  • a document certifying the applicant (the authorized person in case of submission of documents);
  • a copy of the registration number of the tax card;
  • a document confirming the authority to a person acting on behalf of the applicant;
  • the decision on the state registration of rights;
  • documents on the basis of which the state registration of rights has been carried out;
  • canceling records of the state registration of rights.

The service is provided free of charge.

Terms of service: 2 hours from the date of registration of the corresponding court decision in the State Register of Rights.

For obtaining information from the state register of real rights to real estate, the following documents are required:

  • a statement on the provision of information from the state register of real property rights;
  • a document certifying the applicant (the authorized person in case of submission of her documents);
  • a copy of the registration number of the tax card;
  • a document confirming the authority to a person acting on behalf of the applicant;
  • a document confirming the payment of fees for the provision of information from the State Register of Rights, except cases provided by law.
